Liquify is a plugin that displaces your video, a internal feedback loop is used to generate wave.
Because of this the waves will never repeat and always react upon your videos.
Rendering it on native resolution can be a bit heavy, so there are render options to downscale the effect. There are also speed options if you like it slow.
